2006 NOR-CAL USRA RULES

General Rules:

The Primary purpose of the organization is as defined by the National USRA BYLAWS and the following important points are re-emphasized:

  1. Purposes and Powers:

    "The Primary purpose of the Organization is to establish rules and procedures to standardize the sport of slot car racing and to further the general interests of all persons engaged in the Hobby/Sport of scale model racing." re-printed from Article IB of the USRA national Organization's 2003 Rulebook.

    The preceding statement is interpreted by the Nor-Cal USRA as a mission not only to provide guidance and standardization for racing rules, but to promote the sport of Slot car racing. Promotion is a major function of this organization.

     

  2. Membership:

    Individual membership in the Nor-Cal USRA will be in the form of a yearly fee of $30.00 or, after the June race,  a 6 month fee of $25.00.

    Members will be entitled to a monthly race report mailed to them, and a racing license for the entire year (or remaining 6 months)

    Family membership is available for families living at one address. Family membership is $45.00 per year or the 6 month membership for $40.00. Family membership will provide member status for all family members, and driver's license for all members. Only restriction is that only one newsletter will be mailed to one address for the entire family.

    Non-members will be required to get a License for the day's events of $10 which will cover membership for the one day. One day license will not include newsletter or driver's license. Results will be available on the internet.

     

  3. Officers or functional jobs:

    These are the positions and responsibilities within the USRA to produce an effective and functional organization:

    The President shall be nominated or re-elected by the entire membership (not just the people that show up to the race), and voted on during the month of September. All votes shall be collected and counted by and appointed member and new president be announced during the October race. President shall appoint officers for the following year. Appointments must be approved by the membership by majority vote of active members during November and December prior the start of the new season.

     

    1. Board Of Directors

      Responsible for organization of the Nor-Cal USRA and for directing promotional efforts by the Nor-Cal USRA for the region.

       

    2. Race Director

      Responsible for race day activities and schedule of events. Runs races or arranges for qualified individual to run and announce the races.  In the event the Div I and Div II are run on different days, there will be a Div I and Div. II Race Director.

       

    3. Treasurer

      Collects, accounts and reports on financial condition of the USRA.

       

    4. Div I tech Inspector

      Is an expert on the rules of all Division I classes, and presides over tech inspections of Div. I races. Has final word on legality of cars.

       

    5. Div II Tech Inspector

      Is an expert on the rules of all Division II classes, and presides over tech inspections of Div. I races. Has final word on legality of cars.

       

     

  4. Championships and Points

    1. Points will be awarded to the top 8 places in each class, that is 1-8 in Pro, 1-8 in Amateur , 1-8 in Racer class and 1-8 in Raceway Reps.

    2. Points are to be awarded as 10-8-6-5-4-3-2-1

    3. All Races will be Round Robin, no qualifying, with all classes running together.

    4. Driver's championships will be determined by the top 7 of a 8 race series (or 3 out of 4 car classes that are run every other month).

    5. Championship winners will be reviewed for moving up to next class at the end of the season. Racer class winners will most likely be moved up in the following year

      1. Guidelines for moving racers up:

        1. Series Winners

        2. Race winners, who dominate several races late in the year.

        3. High placing racers in the Racer class, who have exceptional equipment, and place high when they race.

        4. Racers may be moved down, if racers in the area improve faster than the racer in question, and the racer is frequently beaten by lower class racers. Move down shall be with the Racer's consent.

Race Procedures:

  1. Race day Format:

    Raceway schedule will be posted on race announcement. Racing schedule will be as follows:

    1. Open Practice: From raceway open to close of sign-ups

    2. Sign-ups - any time from raceway open to close of sign-ups at 10:00AM

    3. Div II Can-Am race from 11:00AM to 12:00PM

    4. Div I  Box Stock from 1:00PM to 2:30PM

    5. Div II GT-12 or Eurosport from 3:00 PM to 4:30PM

    6. Glue box stock on Glue races from 5 :00PM to 6:30PM

    7. Div I C-12 or One motor Gr-7  at End of the day !

     

  2. Race Duration:

    1. DivI

      1. Gr-7 One motor - 4 min heats, 4 min lane change

      2. C-12  - 3 min. heats, 2 min lane change

      3. Box Stock - 3 min heats, 2min lane change

      4. Glue Box Stock  - 3 min. heats, 4 min lane change

       

    2. Div II

      1. Eurosport - 3 min heats, 2 min lane change

      2. Gt-12 - 3 min heats, 2 min lane change

      3. Can-am - 3 min heats, 2 min lane change

       

  3. Race Format

    1. All races will be round robin, with lane choices picked at random

    2. If more than 8 racers, racers sit out after running on Purple or on White and come back in on black or red.

    3. Cars are impounded during sit-out, no working on cars then.

    4. Racers must become turn marshals during sit-outs.

    5. No yelling at turn marshals. Marshal will put car in slot when he sees it.
      If car is lost, racer may call track to find the car. "Track" call informs race director to turn off the power and stop the race.

      1. Track may be called by the driver only when car is lost, or when car is in a spot that can't be reached without disrupting the race (like jumping on track) or when car is on main straight and there is no marshal there.

      2. If car is under a bridge or an area of the track where it cannot be seen, driver may call out "under bridge" or similar description to alert the marshal.

      3. If car is in a dangerous area, like Bank or main straightaway, driver may call out Bank or Straightaway to prevent a high speed crash. The race director has the option to call "Track" and turn off the power.

      4. Yelling at turn marshal like "GREEN" or other call in attempt to speed up marshalling will result in a warning, second offence is a 5 lap penalty, 3rd offence is 10 lap penalty, 4th offence is disqualification. However, calling out lane color to prevent a mistake in marshalling is allowed.

      5. Obscenities and cuss words are not allowed, if heard by the race director, there is a 1 lap penalty on first offence,  5 lap penalty on 2nd offence, and disqualification on 3rd offence.

      6. Violent acts, like throwing things, destroying a competitor's equipment, or attacks on anyone will result in immediate expulsion from the raceway, and possible report to the authorities.

      7. Un-sportsmanlike conduct; any behavior considered as unsportsmanlike conduct will be pointed out by a warning, additional occurrences will be penalized like yelling at turn marshals in section 2 above.

    6. Cars may not be advanced during lane changes. Lane change cards or markers must be used. During sit-outs, position where car finished prior to sit-out must be marked so the car is placed on same spot when races comes back in after sit-out. Label or lane sticker on track with name of racer can be used for marker.

    7. Black Flag:

      1. Any racer who is not able drive the car due to poor handling or broken component and is causing excessive crashes can be black flagged to repair the car or to finish his race early.

      2. Driver who appears to be crashing intentionally, or hunting other racers to disrupt the race will be black flagged and disqualified.

      3. Racer who hold other cars intentionally during marshalling will be disqualified or removed from marshalling duties and possible future USRA competition or participation.

    8. Power OFF Race Pause

      1. The race may be paused for the following reasons

        1. Braid up

          2.   Power failure (one lane or all).

          3.   Debris in slot.

          4.   An un-marshable car.

          5.    Lap counter or track equipment failure.

          6.  Race director Option, like preventing high impact crashes in the bank.

           

        2. False track calls will be penalized by warning on first offence, 1 lap penalty on 2nd offence, 5 laps by 3rd offence, and additional 5 laps on each additional offence.

         

        Working on the car during a track call or power off pause, will penalize the racer by 10 laps.

         

    9. Protests

      Any competitor may protest another competitor or competitor's equipment. Upon inspection, if an infraction is discovered, there will be a 10% penalty imposed on the driver guilty of the violation.

      Protesting fees are as follows:

      --  $2.00 for protest

      -- $10.00 for teardown

      -- 2x cost of armature for destructive test

      If car is found legal, money is given to accused, if car is found illegal, accused is disqualified, and fee is re-funded to accuser.

Note: Future proposals to allow bearings in endbell end of C-Can motors in the Wing-Car Division will NOT be accepted, per proposal made and passed at the 2005 Wing-Car General Meeting.

 

DIV I

General Car Regulations:

All entries are a car/driver combination, and are expected to comply with these regulations. All drivers are responsible for the legality of their equipment.  There is one car per driver, per class, and one driver per car per class.

  1. Scale
    Size of scale to which cars must be built is 1/24 that of the actual car (National USRA rule, which is ridiculous, since the cars do not represent real cars in appearance or proportion).

  2. Width:
    All cars may not be more than 3.250" (82.55mm) wide at any point. Round head body pins excluded, other types of body pins, such as glass bead pins are not allowed.

  3. Wheels:
    All cars must have front and rear wheels

    1. Rear wheel minimum diameter is 0.750 "(19.05)mm and .810 (12.7mm) wide unless specified otherwise

    2. Front tire minimum diameter is 0.500"(12.7mm) unless otherwise specified.

    3. front wheels or one piece wheel/tire units must rotate on their axis.

    4. Front wheels must be mounted so that they contact the racing surface as the car is rocked side to side, before grounding on the chassis or body.

  4. Clearance:
    Minimum clearance for all classes shall be .062" (1.59 mm) No parts may drag except Guide, braid, front and rear tires.

  5. Guide flag:
    Only one guide/pick-up per car

  6. Body
    Designs should resemble full size cars, (But don't so we will ignore this rule)

    1. All bodies must be painted and opaque when sitting on the tech block. The sides of the body may remain clear.

    2. Numbers - All cars must display 3 numbers of reasonable size and proportion. Next to the number must be the letter of the driver's class.  "P" for Pro, "A" for Armature "R" for Racer.

    3. Interior: All cars must have driver figure in 1/24 scale . It must be 3 dimensional, with helmet, shoulders, arms and steering wheel. The driver must be mounted in the original cockpit position at all times during racing. No paper drivers allowed.

    4. Windshield: Windshield must be clear and of the original body.

    5. Wheel Wells: Wheel wells must be transparent to the horizontal center line of the wheel, so when viewed from the side of the car, 75% of each front wheel must be visible through the wheel well.

    6. Body Openings - The chassis must be completely covered by the body and air controls when viewed from above, except for the cockpit area r other USRA legal opening.

  7. Air Control Devices

    1. No part may exceed 2.50"(63.5mm) measured vertically from the tech block surface.

    2. Air controls must be clear or translucent.

    3. Side dams must be a maximum of 2.50"(63.5mm) high behind the centerline of the rear wheels and below a taper line to a point 2.00" (50.8mm)high at a point 3.75" (95.25 mm) forward of the centerline of the rear wheels.

    4. Must have the front edges taped and must have outside corners radiuses to avoid injury to race participants and spectators.

    5. may affix decals or markings on any air controls but cannot be opaque.

    6. Diaplane maximum length is 0.500"(12.7mm) and corners must be rounded.

    7. Rear spoiler must no be opaque, although suitable decals may be affixed.

  8.   Parts Replacement:

    1. Any component may be replaced during competition, except the original chassis or body. Any racer found to have switched chassis or body will be disqualified. All replacements must conform to these regulations.

    2. In one motor Gr-7 class;  Race can be started with a Gr-7 motor, but after the race starts any replacement of that motor or parts of than motor must conform to Gr-27 class rules. Motor may be replaced as often as needed, but replacements must conform the Gr-27 class rules.

  9. General Technical Specifications

    1. Armature Stack Length

      1. Any armature that has been purposely altered or tampered with to make the stack appear longer, so as to attempt to comply with the length rules listed shall be declared illegal at the tech inspector discretion. Stack length minimums shall be required on all 3 poles of the armature (using calipers with the faces across each end of the pole) an only the actual lamination material shall be used to determine this figure. This is meant to specifically exclude, as an example the insertion of lamination material between laminations, abnormally thick applications of coating or any method of artificial compliance with the rule.

      2. Any armature presented at tech inspection that is found to be illegal for competition (such as short stack) will be impounded until the completion of the racing class.

    2. Controller Specifications:

      1. Any controller/choke may be used as long as the controller/choke uses no batteries or additional power sources to increase or regulate voltage or amperage as measured at the track braid surface. Specifically prohibited are voltage multiplier or doublers, transformers, batteries, encapsulated components and capacitors.

      2. Specifically allowed are; simple wire chokes and diodes. Variable chokes operated by the driver shall not be considered a regulator. Relays, if used, must be powered by the track power.

      3. Controllers and chokes are subject to USRA inspection for compliance to the rules. The Ruddock DR-40 and controllers of similar design are approved for USRA use.

     


GR-7 - Texas Style One Motor

Follows National USRA Gr-7 Rules with the following modifications:

Round robin race, open motor in the car at the start is the only Gr-7 motor allowed

Motor changes must be to a Gr-27 motor.

Gr-7 Rules:

Simple - No restrictions - must follow the general competition rules (width clearance, tire size ect.)


GR-27 :

  1. Set-Up --- No Restrictions

  2. Armature:

    1. Must be tagged 27 and mass produced by a USRA approved manufacturer.

    2. Must be commercially available as defined by the general rules

    3. Must be wound with a minimum of 38 series wound turns of AWG #17 wire per pole, wire diameter is 0.141-0.143" diameter without insulation

    4. Armature stack lamination length shall be a minimum of 0.440" (11.176mm)  as measured as defined under general car regulations

  3. Chassis - No restrictions

  4. Wheels, Tires, Gears - Must comply with General regulations

  5. Body Must be commercially available and approved for use in restricted classes


C-12 :

  1. Set-up

    1. No restrictions on Pro Class

    2. Racer and Amateur class must use single magnets only. (Nor Cal Rule,  National rules allow Quads)

  2. Armature

    1. Must be tagged with 12 or 15 and be mass produced by USRA approved manufacturer and retail for $33.30 or less.

    2. Must be machine wound with a minimum of 50  series wound turns of AWG #29 wire per pole. Wire diameter shall be 0.0112-0.0114" diameter.

    3. Must be commercially available as defined by the USRA rules

    4. Armature stack lamination length shall be a minimum of 0.350"(11.176mm) . Measured as defined by the general car regulations


Box Stock (Gp-12):

  1. Motors:

    1. Motors must be commercially available as defined by the general rules and must be specifically approved by the National USRA sanctioning body. Approved motors are listed on the approved components page.

    2. Cans and end bells must be mass produced, of full dimension can type. This means with full top, bottom, and 2 sides, without cheater tabs or other artificial attempts to meet dimensional specifications. No Aluminum end bells allowed.

    3. Inside can dimensions are defined to be no less than:

      Length - 0.925"(23.495mm)
      Width - 0.835" (21.209mm)
      Height - 0.560"(14.224mm)
       

    4. Aftermarket components which are not identical replacements of original parts as approved are not allowed. This means end bells, hardware cans ect. must be original for that brand and type of motor with the following exceptions.

      1. Approved single piece magnets may be interchanged. Any magnet approved for use in any manufacturer's motor may be used in any manufacturer's set-ups

      2. Manufacturers selling super magnets or other components above the cost of the original equipment replacement parts are not allowed. A super magnet at higher cost and identical appearance may not be detectable in the ca, hence any manufacturer selling identical looking components at higher cost will loose their approval rating for their motors. This does not apply to matched magnets.

      3. Replacement of motor brushes or can bushings may be of any manufacture, as long as they are of the same type.

      4. Can Ball Bearings are allowed.

      5. Any motor retailing for $46.13 US or less may be used, as long as it meets the rules and is on the USRA approval list.

  2. Magnets

    1. Magnets dimensions Plus or minus 10% are as follows:

      Length - 0.500" (12.7mm)
      Width - 0.150" (3.81mm)
      Height - 0.550"(13.97mm)

       

    2. Magnets must be commercially available through major distributors.

    3. No Quad magnets allowed. Single piece ceramic magnets only

    4. Magnets must not contain Rare Earth materials as defined by the table of elements with atomic weights 58 through 71

  3. Armature

    1. Armatures must be commercially available as defined by the General Rules and be listed under the approved components list for box stock (or Gp-12).

    2. Must be machine wound with a minimum of 50 turns of AWG#29 wire per pole. Wire diameter, excluding insulation is 0.0112-0.0114" diameter.

    3. Group 12 or 15 armatures are permitted, and must have a minimum stack length of 0.350"(8.89mm) ( Spec 15 armatures stack must be min. 0.440" long)  following Armature Stack Length regulations.

    4. Armature stacks must be no less than 0.510" (Nat'l rules is min .513 (13.03mm)) and no more than 0.518" diameter.

    5. Armatures must be tagged with number 12 or 15, indicating that they were produced by a USRA approved manufacturer in compliance with these rules.

    6. Armatures may be re-conditioned, but not resized. Recondition includes cleaning, dying, commutator re-true and re-balancing.

    7. Armatures retailing for $30.35 US or less may be used as long as they meet all Box stock Armature specs and rules.

  4. Can Modifications

    1. Can bushing may be soldered in place but not reversed or moved from the original position except as stated in #4.2

    2. Diameter of bushing locator hole may be altered for centering of the can bushing.

    3. Outside diameter of bushing (excluding flange) may not be altered.

    4. Magnets may be Epoxied in place.  Do not need to retain the  OEM magnet clips. Glue may  be placed on the back of the magnet.  May Epoxy and hone magnets.

    5. Magnet Zapping is permitted.

    6. Single, one piece magnets may be used only! . No quads or multiple magnets allowed

    7. Minimum air gap hole is 0.528"

    8. Motor brushes and springs may be replaced, and spring tension may be adjusted. Any 3 coil spring, brush or bronze bushing may be used. Any spring may be used in the Pro Class only.

    9. A 1/8" x 1/8" x 1/4" notch may be cut in the can to allow for axle clearance.

    10. The following modifications are specifically prohibited:

      1. Cut-outs or machine work on can or end bell

      2. Shunt wire or spring insulation for Racer and Amateur class (Pro class can use shunts and spring insulation)

      3. Adding end bell heat sinks

      4. Drilling holes in can or end bell

      5. In Racer and Amateur class, interchanging parts from one approved type f motor to another is not permitted.  Box Stock motors must be made of the original can, end bell and hardware Armatures and magnets may be interchanged between approved Box Stock motor manufacturers, and any motor brushes, springs and bronze bushings may be used.

      6. No Post factory honing, shimming, or polishing of magnets allowed unless delivered by that manufacturer in that manner (allowed in Pro class).

  5. Chassis

    1. Chassis must be commercially available for the box Stock class and listed in the approved chassis list

    2. Any chassis submitted and approved which retails $40.85 may be used

    3. Chassis may be available separately or as a complete car

    4. Chassis may be made of any material

    5. Steel chassis, with the exception of piano wire construction cars (where guide tongue is separate) must:

      1. have integral guide tongue

      2. must be made of a continuous piece of steel extending from the guide mount to the rear axle line, to which the rear pillow blocks are attached.

      3. the bottom of the guide mount must be flush with the bottom of the chassis with no offset

      4. steel chassis must be sold as kits, but must be commercially available in assembled form.  Kits must be assembled identical to the assembled production chassis except as noted.

    6. Front body mounts must be rigidly attached to the chassis ( no shakers)

    7. Rear body mounts may be floated on any steel chassis, but must remain in the original RTR chassis, Steel pin tubes may be used.

    8. May re-position front wheel mount, but wheels must be visible through wheel well opening per general competition rules. No other component may be re-positioned from the location provided in the ready to run chassis.

    9. Minimum weight of completed car shall be 72 grams at all times during the race.

  6. Modifications - if not listed it's illegal

    1. Pre-assembled chassis may be re-soldered, but components may not be altered or re-positioned.

    2. Static bracing, consisting of piano wire may be added to solder joints only. Wire may not be bent at any angle so as to constitute a brace. Wire may not be soldered to anything else other than to the component that it is parallel to.

    3. Lead weight may be added

    4. On steel chassis, Brass may be used for weight.

      1. Brass weights must be solidly mounted, and not used as a brace.

      2. Brass weights may only be attached to the front  "V" or to existing stock weights

      3. Weight may not be soldered to center rail or to outer rails.

      4. Brass weight may not extend more than 1" back of the centerline of the guide hole.

      5. No floating pans.

      6. No modifying or bracing of chassis and calling it weight

      7. Brass weight may be attached to the bottom of the chassis as long as 1/16 clearance is maintained at all points.

    5. Lead wire retainer may be added

    6. Motor support tube or wire may be added, not to exceed 1.5" in total length behind the motor. Motor must be soldered to this brace or it will be considered a chassis brace. Chassis may have steel pillow blocks and motor brace.

    7. May solder or glue oilites in place

  7. Prohibited modifications:

    1. Tie Wire

    2. Changes in size dimension, shape or location of any component

  8. Light weight components

    1. No Magnet wire or magnet type wire substitute as lead wire

    2. Hollow or special lightweight axles (Titanium or drilled axles)

  9. Gears

    1. Any gear ratio and pitch allowed

  10. Axles

    1. Any axle retailing $5.00 or less may be used

    2. Axles with flats allowed

  11. Wheels

    1. Front and rear wheels may be drilled

  12. Bearings

    1. No Ball, roller or other frictionless bearings allowed

  13. Weight

    1. All cars must be of legal race weight, no less than 72 grams

Div II Classes:

Eurosport

  1. Chassis:

    1. Max Guide length 5.140 measured from front of guide post to rear of rear axle.

    2. Max. width 3.250"

  2. Motor

    1. No restrictions - C-12 Motors for Nor- Cal Championship Races

  3. Body

    1. Must be commercially available

    2. Must conform to LMP  body rules, Must be on the approved LMP Body list

    3. Interiors must be 1/24 scale.

  4. Gears/Axles

    1. No Restrictions

  5. Tires/Wheels

    1. Front minimum diameter .600"

    2. Front wheels must rotate on their axels

    3. Front wheel must be mounted such as the wheel touches the track before the body or chassis when car is rocked side to side.

    4. Front tires must be approx. perpendicular to the track

    5. Rear tires max. width .900"

  6. Clearance:

    1. Minimum clearance 0.032" at the beginning of the race.

    2. Gear must not extend beyond the bottom of the chassis.


GT-12

  1. Chassis:

    1. Must be commercially available and on the approved GT-12 chassis list.

    2. Chassis must be available in assembled form

    3. Chassis kits are allowed, as long as they are assembled identical to approved RTR chassis. All parts must be in stock location.

      1. May add weight

      2. May add a rear upright brace and motor brace

      3. No other modifications allowed

    4. Max. retail price $53.01

  2. Motors/Armatures

    1. Same as Div. I box stock GP-12, except end bell and hardware can be interchanged between legal motors.

  3. Body:

    1. Only USRA approve GTP bodies allowed - For Racer and Amature Classes, LMP Bodies for Pro Class.

    2. Body must cover entire chassis when viewed from above cutting body for motor, gear, tire or guide clearance is not allowed. May cut out rear portion of body, as long as it's along manufacturer's cut lines

    3. Body must be fully painted, all windows must be clear and must have 3 numbers

    4. No air controls may be added. Alteration or additions to the manufacturer's dimensions are not allowed.

    5. Must use a 1/24 scale size driver/interior painted and mounted in normal position, and covering the entire interior. No flat or thingie interiors allowed. Driver/interior must include helmet, arms, and steering wheel.

    6. May re-enforce body with lexan and tape.

    7. Max. height of body is 1.625 at any point

    8. Front wheel wells must be cut out or left clear.

  4. Gears

    1. no restrictions

  5. Axles/Tires/Wheels

    1. Black tires only max. width .810"

    2. Front wheels must rotate on their axles and be a min. diameter of .600"

    3. Front wheel must be mounted such as the wheel touches the track before the body or chassis when car is rocked side to side.

    4. Front tires must be approx. perpendicular to the track

    5. No Hollow or other light weight axles, may use 3/32 axles.

  6. Clearance

    1. Same as Eurosport

    2.  

Can-Am

  1. Chassis - Same as LMP-Gr-10 ,  and minimum weight of complete car of 100 Grams (note change)
     

  2. Motor

    1. Falcon or Slic 7 Mini or Plafit motor.

    2. Max. $10.00 retail

    3. Cannot be opened and modified in any way, except for grinding an axle clearance notch and can bushing notch for mounting clearance.
       

  3. Bodies

    1. Must Use Vintage Can-Am or Le-Mans series bodies by JK or Alpha

    2. Must be commercially available.

    3. All other GT-12 GTP body rules apply.

    4. Body must be trimmed to the body cut line and mounted so that bottom of body is flush with the bottom of the pans. Must be cut to the cut line in the rear, and only the vertical portion in the front may be cut. The body must not be trimmed such that the length of the body be altered. Body may be cut in the front to the line where the vertical front surface meets to top surface of the body.
